When the fan mail first arrived, Uraraka was excited of course! She had always dreamed of becoming a hero, and even though she knew some of her work would be thankless, she was always happy to receive appreciation and love for what she did. It's natural desire, really.
Except... She's not sure that the commissions office got her the right letters. Were these writings really from a 'fan' of hers?
For example:
"I'm crazy for you. I need you bleeding for me. I feel my blood rush everytime I see you out there. I wish it were ours. Together."
"I wonder what your blood would taste like when it's on my knife. As I drink it off the blade in front of you. Would you watch me? Would you love me if I did?"
....
What were these suppose to mean?? They fit in more with the threats some villains said to her. She can't possibly think of any kind of hero fan who would send this to their idol if they had a right mind. Did they think that she'd be the type of person who likes these kinds of words sent to her?
One of the newer letters even had dried blood staining the envelope and letter paper! It was macabre and a little horrifying, which was the reasons why she showed it to Midoriya. But it seems like it just made him even more terrified than she was.
"I'm sorry, Ochako... Maybe we could ask for people's handwritings? " He suggested, "Or maybe we can go to the commissions office to find a return address. I'm sure there's something we can do about....this." Midoriya barely looked back at the stained letter before turning to her. She nodded silently, and simply sighed disappointed.
In the commissions office, they couldn't find anything about the letters' sender. No addresses, no names. Apparently, it was just left in the box when the CCTV cameras were mysteriously broken, so they couldn't even get a figure of the person who was sending the letters!
Was this some kind of elaborate prank? She tried thinking of anyone around her who would do such a weird thing, with Midoriya racking his brain beside her. Kaminari? Mineta? Mina?? None of them seemed likely, even though they might be crazy at times. But when she looked at Midoriya, he seemed to have a new enlightenment.
"What if it's a villain?!" He suddenly exclaimed. "The blood, the lack of address or name, the conveniently broken cameras-." But he cut himself off as he turned his head towards Uraraka. "But what kind of villain just send pseudo-violent fan mails to heroes in their free time?"
"Hmmm. You got a point..", she said, "It could be an obsessive stalker of some sorts?" It was almost an epiphany as both their faces lit up. Midoriya asked, "Are there any reoccurring people in your patrols? Or your minor villain battles?"
A few moments later, they were in the video room, checking the recorder in her hero suit for any strange or suspicious people. Hourly patrols, petty crime, bank robberies, and random villains. Yet, there wasn't anything odd about the people around at all!
"What about our League of Villains battles? Have you checked that?" She asked. Midoriya shook his head. "There are too many people there. There's bound to be the same people in major events, and we can't judge them base off of that. But we could check if you want to."
Midoriya diligently pulled up old footage from a recent fight. This one was with Shigaraki. Nothing odd, so they kept going. Dabi, twice. Varieties of E-bank villains. Nothing. Were they just looking in the wrong place? She started to replay the footage again, looking more closely at the people behind the battles.
Salary workers, Police, firefighters, shopping mothers, and fathers with their children. Cafe employees, restaurant waiters on their lunch break, and roadside charity managers handing out small trinkets and flowers. A few kindergarten kids. A lot of students, middle school and high school. Mostly hanging about before the battle happened.
Then, she saw her. A girl with a cream cardigan, a blue skirt, and familiar blonde hair in buns. Just with a plain white mask on her face. "Toga Himiko?"
"Toga, we can't cover for you everytime you want to send a damn letter," Dabi says to her from across the room. Toga herself is on a dirty wooden desk, writing another strange letter of hers. "Why not~? It isn't going to ruin the plan, and it's not like they can track this back to us!"
Dabi just sighs tiredly. "Well, finish the letter quick. Let's just get this over with."
When Uraraka noticed her once, suddenly she seemed to be everywhere. On the streets, when Toga's head was subtly turning slyly to her. Villain battles where she ran past quietly while stealing a glance. Moments of battle with minor villains, where Uraraka could only see her spying from a rooftop for a second.
She spent hours rewatching all the footage until it was late at night. Midoriya had left to get her a drink and some snacks for them, but she stayed in the video room.
But suddenly, the lights went out. The computer shut itself down and the only thing that was lighting up the room was a small laptop with data logs. What was going on? There wasn't supposed to be a power outage for an electrical maintenance at this time.
She quietly took the laptop with her and left the video room. Slowly, she looked around in the darkness to see if there was anyone who knew why the lights were out. Should she go check the electrical room? Should she check the transmission tower outside?
Maybe it's just someone messing with the power. She walked down a staircase with only a laptop to light her way, and tried finding her way to the electrical room. She didn't know her way around the commissions office, but she was sure there was a guide map on the walls somewhere.
After a while, she turned to hallway where there was a strange, blue glow from an open door. Was there someone in the room?
Dabi was waiting on a signal from Toga to say she was done sending her letter. It was taking a long while now (did she forget where that box was?), and he was starting to get bored. He lit fire up and started browsing his messages. He refreshed the menu a second time, hoping for a new response from Toga, when he could hear a few sounds from the hallway outside.
Shit. Was it an employee? A wandering hero trying to get the lights back on?
He quickly put out his fire and hid in a more secluded spot. What was taking Toga so long?! He heard the person outside walk in the room, and he felt tension became as thick as a brick. He was certain he could just kill them, but he wasn't going to do all that just because of Toga and that damn letter.
The person was still there, now looking around holding bright laptop as a makeshift flashlight. He got up quietly and scooted around the room, careful as to not be spotted. The air was still sort of warm because of his fire, and he was sure they had just noticed it, allowing him to step faster outside.
And suddenly, Toga called him.
The effects were instant, as the person suddenly turned towards him and flashed their laptop at him. His phone was still softly ringing and vibrating in his pocket, but it was loud enough to be the only major sound in the room and echoing hall. But he could see the person's face more clearly now as she brought her laptop down.
URARAKA OCHAKO?!
DABI?!
She heard the echoing sounds of her laptop falling as Dabi quickly composed himself first. She blinked a few times as he ran out the room and down the hall, with her only catching up a few seconds later. What was he doing here? What did he want? Is the whole League of Villains here to ambush them?
Many questions are running through her head as she swiftly chased him down. He wasn't much faster than her, but he was very determined to escape. Their footsteps rang throughout the building as she also shouted his name to no avail.
He dashed into the mail office and shouted an obscenity, which summoned another person to pop out. Toga herself! Uraraka stopped dead in her tracks, a few meters away from the two villains. Toga turned to her with wonder and confusion, a few new bloody letters in her hand.
Dabi had a hand on the back of his head, and was gesturing for Toga to start running. But Toga just smiled at her before running away, Dabi closing in behind her while cursing. Huh. Alright then.
She has a feeling she should've ran to catch them.
"WHAT IS WRONG WITH YOU?!", Dabi shouted towards Toga, who was shamelessly looking blank and blushful to her letter. "WE ARE NEVER DOING THAT AGAIN." But she didn't look at him as she sat down in a silly way and twirled her hair.
Dabi was probably going to have to do this again.
