Bucky is a ghost. Steve finds this unacceptable.
The things he'd done...the townsfolk would drive him out if they realized who their local hero truly was in the privacy of his own hall. Ever since that unforgettable Hallowe'en when Steve had died and then arisen again in the body of a gladiator, strong, healed, healthy for the first time in his memory...since the revelation of his mother's miraculous deathly parting gift to Bucky for his role in Steve's salvation—since then, instead of being grateful for the immensity of the blessings he'd received, Steve had found himself burning with resentment. Bitter. Ruthlessly determined to amend the past's wrongs, no matter what it took.

For as long as he can remember, Bucky has been teased and ostracized by the rest of the dead. It's no surprise when they throw his arm into the unmarked graves. After a team of SHIELD scientists' research trip goes wrong, Steve and Natasha are sent to find them. Only the small town in the Alps where they’re staying isn’t as idyllic as it seems. The forest at the edge of town is steeped in legend, and while no one really believed in it anymore, they won’t go into the forest either. They said there was a ghost in the woods and that he'd fill your head with whispers until you lost your way and then he'd keep you for his own.
At first, it was easy for Steve to shrug off the rumors, after all, ghosts aren’t real. But once he heard the whispers, he couldn’t ignore them. Something was waiting in the dark, and it would take him too if he wasn’t careful.

Bucky is woken by the sound of wheels on the broken branches and long dead leaves that litter the path leading up to the house proper. However, to describe what Bucky does as 'waking' implies a level of sleeping he doesn't truly experience. That can be said regarding much of what Bucky does, though, like how he 'walks' or 'breathes.'
