Cas is the only thing in Heaven that seems to be available in extremely limited quantities. He’s around, he’s himself, he shows up to parties and dinners when invited. He even answers messages when he’s off giving prostate exams to deep sea volcanic vents or something, which raises some fascinating questions that Cas pretends not to understand when asked.

It's the first Christmas after TFW gets Cas back from the Empty, and everyone is finally happy... even though Dean and Cas haven't yet talked about "it". Instead, Cas makes a bit too merry with being the Christmas tree, and Dean has to untangle him.
