His voice sounded odd and when Rod glanced up, he didn’t even look the same. The flush and awkwardness were gone, and Rod was being stared down by a pair of calm, steely eyes. With a cold feeling in his gut, Rod figured he was in some deep shit.”

Clint doesn't know why he's helping or why it's so important to him because he's fine, everything is just fine. Phil doesn't need Clint's help because he's fine, everything is just fine.
Except for when it isn't and it turns out they both need more than they're willing to admit to.

I like the way Phil’s recovery-related annoyance is done; the conversation about dreams works well (conveys emotion well and emotions are pitched at a good level).

Summary
When their attempts to recreate the super soldier serum failed, Hydra started trying to breed Captain America clones from his genetic samples. Unfortunately, the serum's effects aren't passed down genetically, so instead of an army of tiny Captain Americas, they get a bunch of tow-headed, asthmatic, allergic, immuno-compromised little Steves.
And then the Winter Soldier stumbles across Hydra's failed experiment...
