An important note:
The fact that Light knows how to create a small combustible in his desk drawer is impressive, but it doesn't mean he has much prior experience with those things. Certainly not enough to guarantee that if his safety measure were to activate, it wouldn’t, say, set his entire desk on fire before he had a chance to even try containing the blaze.
Light panics hard when he realizes what’s happening, then harder still when he searches through his clever honor-student mind and comes up with absolutely nothing helpful for stopping a fire that he fucking started in his own goddamn desk drawer.
Ryuk’s cackling laughter isn’t a very helpful soundtrack. Light whips around to tell him that, and—

—forgets.

Light knows he would be Kira, if he needed to be. If he thought the world needed it. (If the world could justify his need.)
But the world doesn’t need a savior who would hand a murder weapon to a rich man. Especially not to save his own skin.
If Kira is meant to be justice, he's failed for as long as his weapon has been with the Yotsuba group.
