    Following the Second Quartell Quell, Panem enters a silent but devastating crisis: a pandemic originating in the Capitol—possibly stemming from biological mutations used in the arena—spreads to the districts through the bodies of the fallen tributes.

    The consequences are catastrophic: high mortality rates among children and the general population. Mass miscarriages. Infertility in most women in Panem.

    This triggers a radical shift in the social structure: female fertility becomes a resource controlled by the state.
    In response, the Capitol creates Rosehall, where girls from the districts are kidnapped or recruited and raised to become “perfect” wives.

    The best are sent to the Capitol; the rest are distributed among the districts.

    Katniss Everdeen is kidnapped at age 7.
