He remembered a similar incident when America threw one of his officals across the room when he was little, because the man yelled at Arthur. England doesn't know what to think about the implication of America's actions. He was just left pondering about the changes in their relationship over the years.
"This was seeing himself once again in the same situation. And again, he was too stunned to speak. God was rubbing his sins all over his face. One thing was to see little America being an impulsive kid, but another thing was to have a full-grown Alfred threating one of his generals with a fucking gun against his head, ready to pull the trigger and kill him in the middle of a meeting."

Summary
Sanji had been strange since leaving Sabaody. Sanji had been even stranger leaving Fishman Island. There had been a few bickering fights but nothing up in each other's faces like Zoro had enjoyed before they were all sent flying by Kuma. Fights with Sanji were the highlight of day after sake and naps, and it had really begun to grind his gears.
Sanji is actively ignoring Zoro and frankly, it really pisses him off. What the hell was going on?

A flicker of vulnerability appeared behind Sanji's eyes as Zoro spoke. "Your scent—it's different. Completely. You're like a different person. You're like a… you smell like—" It had been at the tip of his tongue, the front of his mind. But Zoro never let the idea of it settle.
"An omega?" Sanji murmured, barely above a whisper. Any honesty, any chance of disarming Sanji disappeared. He locked back up right before Zoro's eyes. "I smell like a god damn omega, don't I? What, does that bother you, alpha?" Sanji hissed, his voice harsh, angry. Something in Zoro grew taunt, threads pulled just before their breaking point. The cook pushed back, Zoro unprepared, and he stumbled a little as Sanji now took the lead. "What the hell does it matter? I never said I wasn't an omega. I never claimed to be a beta, or an alpha—you made assumptions, everyone made assumptions, you all—" He choked. His voice wavered and Sanji fumbled, pausing in his step, in his motions.
___tldr; after wci sanji and the rest of the crew meet up with their other halves in wano. only zoro notices that there was something different about sanji, and the cogs in his head turn a lot slower than the rest of the crews. bless him.

Summary
After a moment’s reflection, Sanji says, “Run.”
Zoro whips his head to the side to look at him. Run...? “What?”
Sanji gestures to the darkened sky above and looks at him as if he’s grown a second head on his shoulders.
“Run, Zoro!” he hollers, his eyes burning as he forces himself to keep looking around for an unlocked establishment, or for some kind Samaritan who would be willing to take them in, at least until the newly formed snowstorm blows over. “This is looking pretty bad. We have to find somewhere to stay before we actually end up dying out here!”
“Just—” Sanji grounds out, hissing because the cold air hurts to simply breathe in. “Stay—stay near me at all times!”
In a cruel twist of fate, Zoro and Sanji find themselves separated from the crew and in the middle of a snowstorm. Falling victim to the god-awful weather, they find themselves grappling with something a bit more pressing: their feelings for each other.
