Summary
Long story short, Nick Fury had arranged a meeting with the Justice League and the Avengers, regarding the matter of the condition of their dimension, more specifically their earth and future approaches to global crisises—an alliance, a union.
And they wanted Peter to build trust with the Vigilantes in Gotham as Spider-Man.
The original meeting place was Washington, D.C., at the Hall of Justice, maybe Star City if something went wrong. As if the sisters of fate laughed at them, a string of simultaneous supervillain attacks leading up to the meeting happened, and the city least affected or damaged seemed to be the cruelest one of them all.
Gotham.
"I can't go to Gotham." Peter explained like it were the most obvious thing ever. Gotham is a place solely for the suicidal. It was the one place Vigilantes like him didn't dare step into.
Not because of the crime, but because of one very particular "No meta" rule, and a very territorial Bat.
And his..batlings? baby bats? Is that what you call them?
OR: The Avengers take a trip to Gotham for a meeting with the JL, and Tony drags Peter along. The Batfam is intrigued about the only masked and chatty avenger.

Summary
When Ethan was fourteen, his world went up in flames. When he was fourteen, he took his mother's gun and escaped the city with a wagon of other survivors who knew better than to betray their names or faces to the smiling people in uniforms who claimed to be aid workers. He learned early that help is not always help, and that people are rarely who they claim to be, or even who they think they are.

“I wouldn't know, I only agreed to do all this about three weeks ago," Ethan said.
Leon stared. “You knew that this mission would happen since three weeks ago?”
“Huh? No, not the mission.” Ethan blinked owlishly at him. “I mean joining as a DSO agent.”
Leon choked.
“What?” Leon demanded. “Three weeks? That's not - you've been training for three weeks and they sent you on this case?”
“I've received zero training, actually,” Ethan said, looking completely nonchalant even as Leon inhaled sharply. “Well, Chris did try to show me how to properly bandage a wound, but that doesn't really matter to me.”
He then laughed, like he had just made some sort of inside joke, and Leon almost punched him.
