Summary
Sometimes, as much as Corvo wishes it were not true, just sometimes you need to hire the shifty people he would normally toss into a cell. Because just sometimes, only a master thief can retrieve something or pester a highborn giving Emily hell in a way that would not raise any suspicions. So sometimes, just sometimes, Corvo hires Garrett, the master thief.

Only in limitation does the master show himself, and only the law can give us freedom.
His name was Corvo Attano, a man of the empire, come to clean up.
For far too long, eternal city had poisoned the organism from the shadows of the empire. Like swollen, infested ticks, the outlaws of the fetid city spoiled the healthy flesh of the system.
If you asked Garrett, the flesh of the system was a rotten fish at best. But after all, he was one of those ticks that the man had come to pull._____________
This may be slow burn and a long story, but if there's something I really pay attention to it's keeping Corvo and Garrett (and all of the others too) in character.
This is a mix between the old thief games and the reboot, but you don't have to know the old games to understand what's going on. :)

Never before had he expected his life to turn upside down as spectacularly as it does when the terrible fugitive that kept a whole city in fear, decides the Master Thief would be better fit in the role of the well loved Magpie stowed away in the secrecy of a decrepit cage where no one can take his prize from him ever again.
