Handlers are given remote control quirk neutralizers and expected to care for, counsel and even discipline their charges in the name of public safety.
Without a handler it’s impossible for a strong quirk to get a hero license and Bakugou Katsuki has just used up his last probationary license extension. Now he must decide if he’s willing to accept being paired with a handler, or have his quirk indefinitely neutralized.
