Summary
The first time Katsuki made a promise was when he was 10 years old. It was on a stormy night with deafening thunder, sheltered under a makeshift fort of blankets, pillows, and sheets made of All Might, in the middle of the small, dark room.
"I, Kacchan Bakugou, promise that I will marry you and protect you until I die."
The second time Katsuki makes a promise is 16 years later. The blizzard is strong, the sun is beginning to hide, and on his porch is the fucking Midoriya Izuku.
The words come out on their own, and Katsuki manages to say.
“Get your fucking asshole off my house, Deku.”

Otto Hightower suggested to King Viserys I that he reconsider naming a male heir. With Aegon newly wed to Helaena, the Targaryen bloodline remained pure—stronger than ever. But the king, unconvinced, simply replied: “A tree that is born crooked never straightens its trunk.”
So Otto came up with another plan: send his grandson to spend a season in Oldtown, under the tutelage of his son, Ser Gwayne Hightower. Gwayne was doing a good job raising Daeron—disciplined, obedient, bright. Surely, he could fix Aegon too.
But Gwayne isn’t so sure. Upon reading his father’s letter, he wonders what the Seven have done to him, now forced to care for not one, but two Targaryen boys. He only hopes Daeron won’t be too excited to see his brother. If he is, Gwayne will have to endure endless chatter for a thousand moons.
Still, he believes he raised the younger prince well.

He couldn't have an omega getting in his way. So when he's stopped on the streets one day by a pup begging for help for his mom, he isn't prepared to face what he gave up, and what the consequences of his actions were.
Now with a traumatized pup to take care of and the horrifying thought that he's going to watch Izuku die because he wasn't there to protect him, Katsuki knows he's going to have to do better.
