Or at least, that's what he had been told. Killed by the Order of the Phoenix. However, that was a lie. His daughter had been living a life separate from him all these years. That was unacceptable. No matter how silly her ideas about muggles were, he held love for no other in the world than her. And he would make sure that Sally came to him, no matter what.
Sally had been living for years as a muggle. She put her wand away when she ended up in that orphanage, and she has kept it in a box for years. However, when two groups of magical people show up at her home looking, not for Percy, but for her, she has to make a choice on whether to continue pretending, or to open up that box and show her family what she was.

Percy had, briefly, entertained a fantasy of a triumphant return to Gotham. He’d get a blessing for the Waynes and finally prove he wasn’t fucking crazy, and come home to Jason and get to know Dick and get a chance to try again and, and, and—
At the end of his first quest, Percy took the opportunity to get on a library computer and check what was going on back home: if his disappearance had been noted, if he'd managed to hold off a direct manhunt despite his truly prodigious bouts of national attention.
Apparently he had. What he hadn't been expecting in his search was the widespread reporting on the death of Jason Todd.
He went back to camp in a daze. Luke tried to kill him with a pit scorpion. And that, kind of, was that.Years later, adrift after Tartarus, he finds himself pushed back to the city he once called home. All he has to do is keep his head down. Because he's just so great at that.
