The Doctor has hidden in the darkest part of Universe where there can be no life, and no manner of communicating to the rest of the Universe -- basically nothing. The humans have just lost a war. They've lost trust in everything. But they have a chance to redeem themselves. It doesn't look pretty. Only when the Doctor realizes that he isn't as alone as he thought he was in his hiding space, will he understand that a bigger, subtler plot is taking over.
