Chapter 1 - A proposal

A/N: This is the first fanfic that I've written in like 7 years, the first work for the fandom, first ever Omegaverse work, and I'm not really even sure what this is except that it's now the longest thing that I've ever written and I'm too deep in now to not post it.
Hope you guys enjoy as much as I've enjoyed writing it!

I jokingly call this fic a hurt comfort fic with extra steps, but when things get bad, they get REALLY bad and might stay that way for multiple chapters, and if you are someone that gets triggered by the subject matter, you might want to stay away.
Again, most of the warnings are in the chapter warnings and not the tags.

Both Kiryu and Majima are trying very hard to do the right thing here, but some of the situations they are put in are unfair and unwinable.

King Sera has ordered an end to the Feud between the Kazama Pack and the Shimano Pack. With war brewing, we cannot allow this infighting to continue. An official truce will be signed between the two packs and will be sealed by a marriage between representatives from each of the two families.
Ever since the royal messenger had read the decree a thick feeling of dread had settled over the pack. Kazama had been stone-faced, retreating into his office with the message, as though to try and check for some hidden meaning, and whispers echoed throughout the hallways of the Pack compounds.
“Kiryu- can I talk to you?
“Yuko? What is it?”
Nishiki's sister pulled him into her room. “You heard about the decree, right? What do you think?”
He had been thinking about it quite a bit. He honestly didn’t see what the problem would be. Any Omega from a Pack like that was sure to have had a hard life- It wasn’t their fault, being born into such a restrictive Pack. He understood why the truce was necessary, with the current political unrest in Omi territory- and an arranged marriage, while unusual in this day and age, was certainly not entirely unheard of. As long as they picked a decent Alpha- he didn’t like the way that he had heard some of the other men talking about the potential Shimano Pack Omega. “I bet she would let you get away with a lot.” One particularly disgusting man had said, right before Kiryu had dislocated his jaw.
“I don’t think it will be a problem, accepting a new Omega into our Pack, regardless of where they came from.” He says, not sure what she’s getting at.
“And what if they choose a Shimano Pack Alpha to be the representative?” Yuko asked, expression somewhat panicked.
“I don’t think that’s likely- The King has final say on who will be chosen as a representative. He and Kazama are on good terms- he would understand our hesitation to send one of our Omegas to the Shimano Pack.”
Yuko shook her head. “That’s just it though- I'm hearing people say that the King has already decided on a representative from the Shimano Pack. They are saying that Shimano offered up his captain, and the King accepted. So now, we have to choose an Omega to send to the Shimano Pack.”
What.
“By captain- Please tell me that you don’t mean Goro Majima?”
She nodded, and he completely understood her grim expression now.
Of all the possible people who could have been chosen, Majima had to be one of the worst. The man had a reputation. He was known to have a wildly violent temper and while everyone in the Shimano Pack was something of a traditionalist, Majima took it- along with everything else- to the extreme.
They said the man had a harem- no one had a harem anymore; it just wasn’t something that was done even if it wasn’t strictly illegal. And if that wasn’t bad enough, the mans erratic behavior, and what he had done to his mating gland… No sane person does something like that.
The more ‘Traditional’ Alphas- the ones who believed that a strict hierarchy was the backbone of society- they saw Claiming Bites as marks of ownership, not promises of dedication. And to them- the thought that an Omega might ever be able to bite them back- to mark them as they were marked- that was an affront to the ‘natural order’. A Bond, to them, was nothing more than a way to control- it was a horrible way to think, but certain groups of Traditionalists had taken to intentionally scarring over the skin at the back of their neck to ensure that no mark would ever take. While they could bite and mark whoever they wanted.
And Majima had taken this already horrific practice to its extreme. Taking a knife and carving away at the back of his neck until there wasn’t a bit of skin left. It wasn’t normal. Even the others like him never went quite that far.
There were all kinds of outlandish stories about the man. One particularly memorable one said that he had gone to pay his bar tab when instead of money, he had pulled a severed human toe out of his pocket and placed it on the counter and then left without a word. The poor bartender had obviously been terrified, even more so when Majima had come back an hour later with some cash, asking what he wanted to keep- the money, or his toe.
The bartender had never asked him for money ever again. There were countless stories of him beating people senseless for the most minor of offenses, of friendly conversations with Pack members turning violent on a dime for reasons that nobody seemed to understand.
There’s something wrong with him.
People didn’t call him Shimano’s ‘Mad Dog’ for no reason. He seemed to be a half step away from going feral and murdering everyone around him.
Why him?
It didn’t make any sense. He could see why Shimano pushed for it- he had made Majima his Captain, so it was obvious that he approved of his violent behavior. But it was supposed to be the King that made the final call on who was chosen- and he was someone that Kazama respected. Why would he agree to this?
“Well- Shimano is an important General- with the war coming up so soon, he probably thought it better to show preference to his military commanders when resolving disputes.” Yuko said, answering his question.
Kiryu shook his head. “Kazama will never allow it. He would never force an Omega from his Pack to marry a man like that against their will, and definitely not one from the Shimano Pack.”
When an Omega married, they left their old pack behind and became a member of their Alphas Pack- bound to those Packs laws and customs. Most of the time, that wasn’t an issue- but everyone knew that the Shimano Packs laws were incredibly restrictive for their Omegas. They were rarely allowed to work and were often subjected to physical punishment for even the slightest of infractions. Kiryu couldn’t believe that the King would force one of his supposed friends to sell an Omega into a Pack like that for- for political expediency.
“He has to, Kiryu. Disobeying a direct order from the King is out of the question, you know that. He has to send someone. That’s why- I need your help. I need you to help me convince Kazama and Nishiki to let me be the one to do it.”
Kiryu froze. “What?! Don’t be ridiculous, Yuko. You can’t let yourself get married into a pack like that!”
“No, you don’t get it, it has to be me. Kazama can’t refuse, you know that. But there's no one else that can do it. Believe me I've thought about it, and it's the best possible option that we have. I can't ask any of them to give up their dreams. Sachiko wants to go into politics, and Ayu is so in love that it’s annoying. They all have their whole lives ahead of them.”
“What, and you don’t?”
She looked at him with a flat expression. “I'm being practical here, Kiryu. You know that out of all of the Omegas in this Pack, but I have the least life to lose. I'm not going to be able to start a career anyway with my condition- getting married to an Alpha from a restrictive Pack wouldn’t be as big of a deal for me. And- they won't even be able to hurt me all that much- my heart literally can't take it.”
She gave a small smile, like talking about her possible death was no big deal. “You know that it has to be me- I'm going to tell Kazama that I'm volunteering tomorrow- but can you please…. Can you talk to Nishiki about it? He listens to you- please make sure that he doesn't do anything stupid when he finds out?”
Her eyes were wet, but calm. She had already resigned herself to this fate. And God- this would destroy Nishiki. He would do anything to try and protect his sister, to be made to stand back and watch this happen. Kiryu couldn’t think of anything that would hurt him more.
There was no way that he could go along with her plan. He respected the courage that it took to even offer, but the mere idea of sending a sickly Omega to live alone, surrounded by enemies, a Pack that would no doubt try to hurt her to get to Kazama- it was unthinkable.
It’s the best possible option.
Suddenly, and with cold clarity, Kiryu understood what he would need to do.
“Get some rest, Yuko. We can talk more about your plan tomorrow.” Hopefully by then, he could take care of this entire situation.
A grim determination settled over him as he walked to Kazama's office with purposeful steps. He took a deep breath and then entered.
“I want to accept the marriage offer.”
Kazama looked at him. “I'm not sure if you've heard, but the king has chosen Majima Goro to be Shimano's representative. The representative from our Pack will need to be an Omega.”
“I am aware.” Kiryu said. “That won’t be a problem. If I claimed to be one, no one would be able to tell the difference.”
Kazama narrowed his eyes, stared at him silently for a good few seconds. “Do you even understand what you're saying? What that would mean for you?”
“I do.”
“I don't think that you do. Sit down.”
Kiryu sat.
“You are aware that within Shimano's Pack, Omegas are given significantly less rights than even most other Traditional packs. They are expected to be quiet, submissive. Homemakers and mothers, and nothing more. They are as good as considered property of their Mates. There are not many legal protections to be had, not in a Pack like that.”
“That's all the more reason to send me, and not an Omega who won't be able to defend themselves.”
“Do you really think that you would be able to play that role? To look like an Omega, act like an Omega- to cook, clean- bear children?”
“I have the equipment for it.” Kiryu said.
“But would you be willing to?”
“As much as anyone else would be, I expect.”
Kazama glared and exhaled in frustration. “Kiryu, please- think about this. for as long as I've known you, I've never thought of you as anything other than an Alpha. You have always had the stubborn, protective streak that marks the best kind of Alphas- the kind who would give everything to protect their Pack rather than those who think that their biology gives them the right to hoard their power over others. I have never once thought of you as an Omega, not even when you first presented, and biology tried to say something different.” He took a deep breath. “You understand doing this- you would be losing everything. your very identity. I cannot, will not allow you to do this.”
“Would you rather send Yuko? Whose best chance at defending herself against an abusive husband is to hope that he cares enough about his already horrible reputation to not accidentally beat her to death?” Kiryu says, voice resolute. “You can try and stop me if you want- but if I can save her, or any of the Omegas of our Pack, by doing this- then I don't care about the consequences. I will do whatever it takes.”
Kazama glare sharpened, but Kiryu would not be backing down.
He knew what to expect - at least in theory. Kazama had sat him down in a deeply uncomfortable conversation that Kiryu suspected had been his last-ditch effort to convince him to back out.
Kiryu had never had much interest in sex- as much as it was expected for an Alpha to want to fuck anything that moved, Kiryu had never really felt the urge. He knew that some would take that as ‘proof’ that he wasn’t a ‘real’ Alpha or insist that the Heat suppressants that he has taken since presenting had messed up his body hormones somehow, but he doesn't think that's what it is.
He doesn't want to simply because he doesn't want to.
He's not exactly repulsed by the idea, but he certainly doesn't like the idea of doing something like that with a stranger. And- most of the time it didn’t bother him, but his body was different from the average Alpha.
It was too much trouble, and not entirely without risk, trying to explain that to someone who didn’t already know. He didn’t really care enough about having sex to try and go through all the trouble, especially since it was almost guaranteed not to work out in the long run anyway.
He had tried, once- but the less said about that particular disaster the better.
“You understand that if you are chosen you will have to go off your suppressants.” Kazama said, slowly, as if somehow Kiryu hadn’t already known that when he first volunteered for this. “You will need to go through a Heat, for the first time in your life. You understand what that will mean? Your husband will want to be- with you, when that time comes. would you really want that?”
“No.” Kiryu answers honestly. “And I doubt that any of my sisters would want that either.”
“And what if you are expected to satisfy your husband's desires outside of your Heat- when you are more mentally present? Shimano Pack law would not protect you, not from anything but the most egregiously cruel abuses. And Shimano will no doubt encourage such abuse as a way to get back at me for our Packs long history of animosity.”
“If you are trying to convince me to let one of the girls take my place with this argument, it’s not working.”
Kiryu had known all of this before, but it had never been laid out so plainly in front of him until now. It was a wonder that any Omega ever took the risk of getting married- though he supposed that often enough they didn't have a choice. They could be ordered into a match that they didn't want by their father or their pack Alpha at any time- and he knew that most Pack leaders weren't as considerate as Kazama was when it came to their Packs Omegas. (Most wouldn’t have listened when Kiryu had insisted that he was really an Alpha even after his body presented otherwise- but Kazama had supported him. If he had been in any other Pack, he might have already been married off to some strange Alpha that he didn't know years ago, without ever even experiencing the freedom and independence that he has up until now.
In a way, he feels this is a way to pay Kazama back for all of his support over the years.
“I understand what I’m getting into. But I’m not going to change my mind.”
This is, after all, the best possible option.
