Summary
In an immensely convoluted way, quirks proved that the greatest power was the human mind. People, before quirks, used to say the greatest power is thought. The human brain, a complicated organ powered by tiny pulses of electricity could beat any idiot with a couple firecrackers popping between their fingers.
When villains, with lightning bolts at their fingertips, could be bested by a hero whose only power was to manipulate fabric, it became increasingly obvious that power lies in how you used your mind.
Unfortunately for Izuku, he challenged the one person- man? Animal? Creature? Creature.- that’s power increased their mind.
But, maybe, just maybe, he could win this wager.

U.A has a rule that prevents Quirkless students from applying.
Izuku, in an attempt to get the rule removed, ends up challenging Principal Nedzu to a wager of wits.

Summary
It wasn’t the Doctor’s diagnosis of Quirkless that broke Midoriya Izuku, though it shadowed the years to come in uncertainty. The diagnosis of Provisional Tic Disorder was an extra hurdle, shuffling the cards once again. The Tourette Syndrome diagnosis was a bigger deal, but still, Izuku pushed forward. Years of bullying didn’t kill him, though it sure came close. Getting attacked by the sludge villain, rescued by All Might, and then told he couldn’t be a Hero pushed him to the edge, but not off it.
Call it a desire to help people, call it determination in the face of adversity, or just plain call it spite.
Izuku, after balancing on that edge, didn’t fall. No, Izuku grew wings and flew.

But before she could focus herself on starting a family feud that was going to make the two centuries of OFA vs AFO fight look like two kids playing with firecrackers, she had to make sure that Izuku - her eldest son - was going to be safe. Away from All for One's all-seeing eyes.

That villain… the sludge villain. The sludge villain was here. Somehow, some way, he had managed to escape from All Might’s grasp. Izuku had distracted the hero, and the villain had escaped. Useless, Izuku berated himself. Useless Deku.
But the heroes… weren’t doing anything? Izuku bit his lip, watching the crowd. Where was All Might? Izuku’s feet were frozen to the ground where he stood, the villain’s sludgy body engulfing whoever it had captured. Just like it had him.
Quickly, Izuku scanned the crowd before him, looking above the rows and rows of heads to try and spy the heroes that they talked about. However, what he saw instead made his blood turn cold. A tall head of blonde hair, sunken eyes and a hunched, skeletal form. Izuku swallowed, betrayal spilling through his body. All Might.

Summary
Of course he knows he’s a pawn. He’s far too intelligent to not have figured that one out. But, still, he complies. He follows along because who else does he have? He’s abandoned, Quirkless, functionally useless to civilian society. At least this way he can be as close as possible to his childhood dreams of heroism.

Midoriya Izuku is many things; Quirkless, an Asset, a tool to be used by the Commission. One thing he thought he never could be, one thing that he wanted to be above all else, was a Hero.
And then the Commission sent him to UA.

Summary
Logically, Akaguro Chizome had seen enough as the vigilante Stendhal to expect both anything and nothing at the same time. It still didn’t prepare him for when they brought in a child, though. And it certainly didn’t prepare him for when the Doctor dropped the boy off in his cell afterwards along with a first aid kit and told Chizome to take care of him.
Or; Chizome and Izuku are taken to be test subjects for Doctor Garaki’s quirk experiments. The events that result from this are nothing like what anybody expects. Still, Izuku wants nothing more than to be a hero, even with an ex-vigilante as his new dad.
