Maybe Jason should have expected the Zombie Apocalypse. This is Gotham, after all.
And he should definitely have expected getting bitten, given Bat-Luck in general and his luck in particular.
But he certainly didn't expect that the Mr. Pragmatic, Bruce "my-contingencies-have-contingencies" Wayne, would refuse to do the smart thing and shoot him before he zombified completely. Nor would any of the dumbasses of the supposedly smartest hero team on earth.
And he most certainly didn't expect to still retain his mind as a zombie.
Now what is he supposed to do?!?

Summary
In a world of scientifically proven psychic abilities, the practitioners - the so-called Talents - are called on to serve the public good. This is never more true than in Gotham, where the Wayne Parapsychic Institute works diligently for justice and peace in what is otherwise a mecca of rogue Talents. Bruce Wayne is one of the most powerful Talents on record; a Prime. So are all his children. All, that is, except for Tim Drake; a winged donkey to their high-flying Pegasus. Fed up with the constant reminders that he will never be able to catch up to their flight into the stars and beyond, he leaves.
Trying to put the shattered pieces of his life together, he comes across Jason Todd; former member of the Wayne Parapsychic Institute and a powerhouse in terms of Talent, alive in an asylum years after everyone assumed him dead.
Tim is determined to help Jason find a way back. Jason might end up teaching him a way forward.

When the deputy manager of HR, Delores Bromstead, witnesses the MCRT’s junior agents’ insubordination of the Senior Field Agent, she decides she has had enough. If Gibbs refuses to enforce the chain of command on his team, then it is time for her to act. She might not be able to make Special Agent L.J. Gibbs follow agency rules and regulations, but she refuses to stand by and let the rookies continually get away with insubordination. Her actions will end up having far reaching repercussions for every member of NCIS, including Delores.

“The Red Hood has been good for Gotham,” Robin continued. “Crime in Park Row decreased by sixty one percent almost as soon as you showed up, and that’s even taking into account all the crime you commit. Drug overdoses have decreased by twenty two percent in adults and seventy nine percent in minors. Homeless minors are ninety two percent less likely to—”
“Kid,” Jason interrupted. “Enough statistics. What the hell is this about?”
Robin slowly lowered the tablet with his powerpoint presentation and looked up at Red Hood.
“You care about Gotham,” Robin summarised. “Gotham needs Batman. Batman is missing and so is Nightwing. We need you to fill in for Batman.”
“You want me to cover Batman’s patrols?” Jason clarified.
“No,” Robin said. “I want you to be Batman.”
Jason bluescreened.
(Or: Batman and Nightwing mysteriously disappear before Red Hood has even started antagonising them, Robin is desperate, Gotham needs Batman, and Red Hood is Batman-Shaped.)
