Summary
Odin knew sitting on his throne to watch Loki in his cell was cowardly, that if he wanted answers he should go to Loki in person to ask, Loki was still his child... but how could he face his child after all that had happened.
How could he ask Loki why he had done the things he had done when all he wanted to ask was when Loki had stopped knowing Odin loved him more than the stars in the sky?

Odin is at a loss trying to understand why his son changed so drastically in the time he was gone, where the smug, grandstanding malice came from, and what could possibly be driving it. Loki gives them no clues, until, by pure chance, he overhears a conversation that changes everything. There's a creature in Loki's cell, all scorn and honeyed threats, and he has proof that Loki is innocent, the missing piece to the puzzle.
So why does Loki insist on maintaining the lie? -

Thor watched as Thanos's merciless grip around his brother's throat tightened, the life draining from Loki's eyes as the mad Titan crushed his neck; pierced his best friend’s heart, slaughtered his people and took away the only family he still had left. He watched as the flames consumed his home, reducing everything he cherished to ashes, while the Grandmaster’s ship crumbled into oblivion.
He begged the Norns for a second chance as he clung onto his once-again-brother’s cold dead body, his cries for mercy swallowed by the inferno.
He wished, and when he opened his eyes back in his room in his long-destroyed home-land, six months after Loki’s fall into the void; he knew he had to change everything. He was given a second chance, and he wouldn’t live to regret it this time.

Summary
When they took on the Dark Elves together, Thor did it to save the world. Loki just wanted to avenge his mother. But even with the Dark Elves gone, his grief hasn't wavered.
He could go anywhere in the Nine Realms right now, but without his mother, it's meaningless. So he just returns to the dungeon, prepared to spend the rest of his life in misery. He certainly doesn't deserve better.
Then Odin finds him.
