Keigo never wanted to do this, but he found a little fun on the missions he went on. But this wasn't a mission, and he doesn't want to do this.
He never wanted to end up bringing a child to his fucked up world, and obviously the Hero Public Safety Commission wouldn't do shit for the kid that wasn't training, so he's stuck with him and Keigo is stuck with the kid, a kid who he really should name.
OrThe HPSC forces Hawks to knot up a girl with an interesting quirk at the age of 8 and now Takami Izuku goes to UA to get more popularity and be a legacy hero for his 'brother'.
OrThe HPSC raises Izuku and makes a good asset out of him, then they send him to UA to get more popularity even before he's a hero. It goes as well as you think.
