There was a failed project before Project Moonlark. They called it Project Faintwing, for the birds great camouflage.
It was considered failed when the implanted DNA failed to work, so the baby ended up being entirely human.
Therefore they moved on to Project Moonlark, adjusting the DNA to their needs, being more careful this time. Not to try too hard. Not to repeat the same mistake.
Little did they know the Faintwing wasn't entirely in vain, and that his name was Perseus Jackson.

And if Bruce refused to let him stay, who could blame him? Percy had grown into a ghost of a man. He had shadows under his eyes that rivaled the ones Nico di Angelo was always disappearing in. He had a white streak in his hair and scars running across his forearms.
He held himself like a fighter.
The train skidded to a stop, promptly announcing that the train had arrived in Gotham.
Percy sighed and checked the time on his watch. Too late to turn back now.
Part of him was screaming at him to stop, to go back to Camp Half-Blood and keep serving as the gods’ favorite errand boy. Keep being sharpened and fine-tuned, for all he was to them was a weapon.
His heart clenched. He reminded himself that Gotham was a godless land. No monsters or deities could reach him here. Percy steeled himself and stepped out of the train doors right as they began to slide closed, fists clenched and heart beating fast.

Too quickly was there a gloved hand around the string of his backpack, Batman tumbling into the harbor with him. Percy went to breathe, but immediately started coughing, the pollution of the waters weakening him as quickly as it strengthened him.
The vigilante hauled Percy out of the water, watching as the demigod fell flat on his back, breathing heavily. Batman was scowling down at him, water dripping from his cowl, his frown more pronounced than it was before Percy’s stunt. “Are you finished yet?”
“Well that was just embarrassing,” Percy muttered, reluctantly pushing himself to his knees. “Go on a week-long quest and win in a duel against my crazy cousin only to be immediately defeated by Batman.”
